I have the honour to request your approval
for the sale by private treaty to the Hong Kong and China Gas Company of a site in Kowloon of about 5 acres as shown coloured red on the attached plan. The proposed Conditions
of Sale are enclosed.
2. The Gas Company is a public utility Company
and it is essential, in the interests of the community
generally, that it should be granted a site reasonably
near the centre of the area to be served. The site proposed is on the sea front on the east side of Kowloon Peninsula and is generally suitable for the purpose.
3.
The neighbourhood is not a residential one, and any fumes which might be liberated would not affect more than the immediate surroundings. It is not therefore anticipated that the erection of a gas works in this position will give rise to any complaints with regard to pollution of the air by fumes or escapes of gas during the process of manufacture.
4.
